The Traffic Mitigation Fee (TMF) is a charge imposed by port authorities to improve traffic flow at busy terminals. It is primarily used to encourage shippers and carriers to schedule the movement of cargo during off-peak hours, typically nights and weekends. 

The fee was introduced as part of the OffPeak program, notably at the ports of Los Angeles and Long Beach, to reduce daytime congestion.
